THE USUAL FORMULA. (Received 1.55 p.m.) BERLIN, July 12. It is officially announced in Berlin that the Kaiser's letter to President Madriz was the ordinary formal acknowledgment following the announcement of President Madriz's accession. The formula, "My great good friend," was always used in such communications. No intervention bad occurred or was intended, and nothing was known of the offer of a coaling station in return. No acquisition of the kind was contemplated.
