DEFENCE CONGRESS.
OPENED BT THE PREMIER. DOCKS FOR CANADA. (By Cable.—Press Association.—Copyright.) LONDON. July 28. Mr. Asquith inaugurated the Defence Conference at the Foreign Office yesterday, and welcomed the oversea delegates. The Earl of Crewe (Secretary of State for the Colonies) is to preside at the remaining sittings. The Ottawa correspondent of the "Times" reports that the Dominion Minister for Works haa announced at Victoria (8.C.) that one outcome of the Defence Conference would doubtless be that Canada would undertake the construction of dry docks on both seaboards, for the accommodation of Dreadnoughts.
