A QUESTION OF EMPIRE.
THE GOVERNOR ON DEFENCE. -During the course of his speech at the Winter Exhibition yesterday, I his Excellency the Governor, Lord Phuket, 6aid: "This splendid and lavish display of the fertility of this rising country, and the skill and energy of its people—opened as it is upon Empire Day—brings forcibly, I am sure, before many of us the serious thought, 'What would be our condition if the Empire's position on sea and land was in danger!' How futile then would become such an exhibition of our exports—the life-blood of this Dominion. Allow but a temporary reverse to our fleet, in any part of the world, and imagine the war-rate insurance this produce would be taxed with. And this would be without a drop of New Zealand blood being shed. The appalling consequences would affect all classes in this country. If any portion of the Empire appreciates this possibility 'surely it is New Zealand, which has so, lately shown that she is ready to take I a prominent part in its defence, and I I feel confident that after the important conference which the Empire is about to I hold upon its naval. and military posiI tion, we shall again be able to feel that confidence which has been for a short [time somewhat weakened.".
