MANUFACTURES THREATENED. , (Beceived 7.58 a.m.) j" NEW YORK, July 13. The threatened rise in the railway rates east of the Mississippi and north of the Potomac and Ohio Rivers is gravely disturbing manufacturing interests in America. Mr. W. C. Brown, senior vice-president of the New York Central lines, declared that a rise in rates was the only alternative to a decrease in wages, which was out of the question.
