He emphasised :the political indispensafaiiity of constructing -within Jive years a second trans-Siberian line and the Amur railway, totalling £36,000,000. The
J extraordinary -expenditure upon -national defence within the next five years would, he estimated, total £32,600,000. M. Sokovtsoff escplained the tendency of ordinary expenditure to increase in the case of countries passing from an absolute \regime to national representation, and foreshadowed an income tax.
