Proposal " Talked Out." (Eeceived 5.3 a-m.) LONDON, March 19. In the House of Commons, Mr. J. R. Clynes (Labour member for North-east Manchester) moved that the working day in all trades and industries should be limited by law to a maximum of eight hours. Mr. Herbert Samuel (Parliamentary Under-Secretary to the Home Depart- ■ meat) said the resolution was too sweeping. Agriealture would be unable to accept such a rigid rule, and it was impossible to insist on the limitation of domestic service, the textile trade and dipping- I"he Government. Mr. Samuel added, meant to push the Miners' Kicrhx Hours Bill. Mr. BaLfour asked, If the diminution of output in the textile trade would injure our foreign trade, why not diminution in coal production ? Mr. Arthur Henderson (chairman of the Labour party) advised the withdrawal of the resolution, but owing to objections H> this course the subject was talked out.
