The recent dismissal by the authorities of SOOO dock labourers created great insubordination among the Russian men-o'-warsmen at Sebastopol, and in order to prevent an outbreak the Black Sea fleet was sent to sea. It appears that when the sailors in bnrr.acks were searched, a list was found dividing the officers into three categories, with varying degrees of punishment. A hundred powerful pyroxylin bombs were discovered at Sebastopol and Simferopol, and it is believed that these were designed to destroy the fleet.
