A TREATT FOR RESTRICTION.

NEW YORK, September 11. A telegram from Washington declares that the American State officials are commenting on the bearing of the Vancouver incident upon the negotiations proceeding between the State Department and the Japanese Ambassador with a view to the conclusion of a treaty restricting the immigration of Japanese coolies into the United States. They believe that the Japanese must now be convinced that the problem is really racial only, and that the solution is Japan's formal recognition of the right to restrict Asiatic labour, not only in. the United States, but in British Columbia, Australia, and other colonies. The officials emphasise that if such a treaty is ratified with Great Britain, Japan cannot refuse to grant a similar concession to the United States.
