LIBERAL POLICY.

THE CENSURE MOTION. PRIME MINISTER'S SPEECH. LONDON, July 8. Sir Henry Campbell-Bannerinan, speaking at the National Liberal Club, ridiculed Mr. Alfred Lyttelton's censupe motion. The Government's colonial friends, said the Prime Minister, -were aware that the decision with regard to preferential trade was a foregone conclusion after the last election. Mr. Lyttelton's motion, he deceived nobody. It would only afford Protectionists a cheap advertisement, and probably stimulate the Liberals to hold the fort of free trade and to press forward for social and political reforms which the colonies already enjoyed.
