PARLIAMENT.
LEGISLATIVE COUNCIL (By Telegraph.—Parliamentary Reporter.) WELLINGTON. Wednesday. ■In the Legislative Council to-day the Regulation of Bellamy's Bill was introduced by "the Hon. R. H. J. Beeves, and read a first time. The Fire Brigades Bill. Payment of ■Jurors Bill. Habitual Criminals Bill, and the Horowhenua Block Act Amendment Bill were received from the House, and read a first time. THE AEBITEATION ACT. The Attorney-General moved the second reading of the Arbitration Act Amendment Bill He explained that the measure had nothing to- do with the Conciliation and Arbitration Act. Under the existing law of IS9O the term "submission* was defined as "matters in, difference. " It has been found in practice in strict law that there ■were many cases which were not matters of "difference/ He instanced questions such, as valuation by arbitration mutually agreed- upon, the value of improvements and other matters of like character. It was intended to make this amendment of the law retrospective. The second reading was agreed to on the voices. MOTOR TRAFFIC. It also gives the Colonial Secretary certain powers of disallowing or revising local by-law. when submitted. After a little discussion the mover consented to Mr. Bolt's amendment to adjourn the debate to allow of a consolidating measure being introduced, the present bill proposing so many alterations of the existing law. FII__ASMS. The Firearms Bill was recommitted, and a new clause was added providing for the confiscation of firearms found in the possession of persons under 15 yearsof age. and another that no person under the age of 13 years convicted under the ■ Act should be liable to imprisonment.The bill was then reported with amendments. ■
