BALTIC-BLACK SEA CANAL.
LONDON, January 26. An American firm has offered to construct the proposed Baltic-Black Sea Canal from Riga to Kherson at a cost of £40,000,000 sterling. [The canal would follow the course of the rivers Duna, Beresina and Dnieper. There is already through communication between the seas for rafts and small vessels. The channel, including the rivers, would be 964 miles in len<rth.]
