A SERIOUS DEVELOPMENT, FOLLOWING RUSSIA AKS MANCHURIA. BERLIN, February 3. Germany is endeavouring *o assume supreme control of the province of Shaijtung. in China, and to hold the province in the same way as Russia lield Man- ; churia. The German Government claims to be consulted with regard to nomination of Governors. The Government at Pekin, while protesting against Germany's pretensions, is at the same time disposed to yield to her.
