The Imperial Chancellor, Count yon Bulow, speaking in the Reichstag, explained the scope of the new commercial treaties. They would become operative, he said, on February 15, 1906. He announced that Russia had recognised the Brussels Convention against the granting of bounties for sugar-growing.
The condition of the Princess Victoria shows steady improvement.
