LONDON, April 20. Tlie "Times" describes the personnel of the Commission as a guarantee of an inquiry that is at once serious and busi-ness-like. It includes the Right Hon. Henry Chaplin, M.P., late President of the Local Government Board; Air Edmund R.obertson, K.C., M.P., Liberal member for Dundee; Mr A. Emmott, Liberal member for Oldham, and a prominent reform leader; and Mr J. Wilson, Liberal member for Mid-Durham, a prominent advocate of trades unionism.
