IMPERIAL PROBLEMS.
THE GREAT SHIPPING COMBINE
BRITAIN AND HER RIVALS,
VIEWS OF THE ACTING-PREMIER,

WELLINGTON, this day.
Sir Joseph Ward, speaking at a reunion of the Carpenters' Society,, referred to the gigantic combine of tbe mercantile marine of America, and declared that we would have an Imperial zollverein, a combination that would enable us to compete successfully wifb anyone who would attempt to wrest*our supremacy from us. He believed that in the end there would be three great countries in the world—Great Britain, America, and T.ussia. The Acting-Premier also made passing reference to the AngloJapanese treaty, and said there must have been some powerful menace in the world's future prospects to impel Great Britain into an arrangement whereby 'she is obliged to go unreservedly to war with any country which went to war with Japan.
