STATEMENT BY HICKSBEACH.

LONDON, April 22
Some Unionists confessed in the House of Commons that the grain duty strained their loyalty.
Sir M. Hicks-Beach (Chancellor of the Exchequer) replied that if peace came soon —concerning- which nothingcould be more premature than the rumours published by the newspapers —all the taxation and the loan would still be wanted, for the increasing normal expenditure required an increase in direct taxation.
