DUTIES ON BREADSTUFFS

LONDON, April 22.
The Cobden Club has issued a manifesto, in which the duties on grain and flour are made the text of an attack on the Government policy.
It is argued that the du,ties are equivalent to four millions sterling wrested from the consumers.
