THE CALLIOPE DOCK.

MB WITHEFORD PROTESTS

SCENE AT THE HARBOUR BOARD

MEETING

A most unseemly scene arose at the meeting of the Harbour Board this afternoon. Mr Witheford wished to protest against the sending of Mr Brig-ham, secretary of the Board, to London, and he rose to his feet to read a letter to the chair as soon as the meeting was opened. He was ruled out of order, but refused to sit down, and a wrangle ensued between Mr Witheford and the rest 'of the Board. Mr Witheford eventually bowed to the decision of the chair, though not until Vhe had been told by tbe chairman that if he did not obey the ruling of the Board he would have to be removed from the room.
