air Edward Clarke, whose expressions in the House of Commons last >ession on the subject of the present War incensed his Plymouth constituent's, recommends that Mr Chamberlain should resign the , Colonial department in favour of Lotrd Salisbury, and that the Earl of Hoaebery should replace Sir Alfred Milnev as British Sigh Commissioner of Scnith Africa.
