INSUFFICIENT CONCESSIONS'.

ROME, September 5

Italy remains firm in her demand for concesions in China, and the strengthening of her fleet in Chinese waters appears to have had a salutary effect. The Tsung Li Yamen lias offered Italy a mining concession at Ninghai, in the province of Pechili, but Italy is not satisfied, and further pressure will be brought to bear on the Chinese authorities with a view to securing more liberal terms.
