WASHINGTON, July 9

The President has determined to promote Acting-Admiral Sampson and Commodore Schley in recognition of their services in the destruction or the Spanish naval fleet in American Raters, but is undecided as to the extent of the promotion. • Although Admiral Sampson ranks Commodore Schley in command of theiaval forces in Cuban waters, he is subordinate to that officer by two inunb'ers in the naval register. Commodore Schley stands number 8 m tne ■list of Commodores and Sampson stands No. 10, having been promoted to the grade within the past week. Commodore Watson, also on duty *itti the fleet at Santiago, is senior to both of the others, standing- Wo. 6in his grade. When an official report is received a decision will be bached as to the extent of promotion to be made.
