WASHINGTON, July 28. There are 3,770 cases of. malarial fever amongst the American troops at Santiago. There have also been several deaths from yellow fever. LONDON, July 28. Owing to British representations Spanish military preparations ...which, have been proceeding for a consider-' able time at Gibraltar Bay have been, discontinued. TOKIO, July 28. The Japanese press favours the Americans or the British retaining the Philippines.
