The " Times " dealing with the Chinese loan, says in the event of the tariff being revised, interest on the loan should be made a first charge on increased revenues. The administration of the new Likin duties is likely to result in an increase. The Chinese Government, the journal adds, has lost million of taels through the intervention of Russia.
