Constantinople, December 15. The Porte consents to the British, Russian, and French Consuls in Erzeroum, the capital of Turkish Armenia, being appointed to hold an inquiry into the recent outrages by Turkish soldiers. The invitation to the United States to bake parb has been withdrawn by the Sultan, owing to the limitations placed on the Consul by President Cleveland.

It is believed that the decision of the Porte in regard to tho Armenian inquiry indicates that the European entente cordiak will end in a re-groupine of the Powers on the Eastern question.
