CORPORAL PUNISHMENT.
INSTRUCTIONS TO SCHOOL
V TEACHERS,
The following circular has been issued by the Board of Education to head teachers re the matter of corporal punishment in the schools : —" Clause 42 of the Board's regulations is amended to read as follows :■— Corporal punishment) should be inflicted sparingly. The administration of corporal punishmenb is left to the discretion of head teachers, who have power to delegate the same to any certificated assistant teachers in the school if they see fit to do so." The following explanation of the foregoing regulation has been drawn up by the Chairman and the Rev. J. Bates, and will be considered ab the next meeting of the Board : " Mead teacher* should note that they individually are held responsible for the due order and grovornment of their schools. The Board is of opinion (1) thab corporal punishment should be used aa sparingly as possible ; (2) that its frequent) infliction in a school is to be accounted an indication of defective discipline; (3) thab it should be limited to breaches of discipline and to wilful faults other than grave moral offences ; (4) that, aa a precaution against its being hasty, it should in all the more important capes be inflicted at one stated time; (5) that in no caea should a cbild bo struck on the bead."
