CITY SCHOOLS COMMITTEE.

The usual fortnighly meeting of the City Schools Committee was held lasb night. Presenb : Mr J. Blades (Chairman), Messrs Crowe, Julian, Adamß, Fairs, Burns, Dr. Walker and Dr. McArthur. Wellesley-strekt School.—A lebber was received from bhe Board of Educabion stating thab Miss G. E. Barlow had been appointed an aesistant ab bhe Wellesley-sbreet School. A further communication was received from the Board granbing £20 for repairs to bhe spouting at Wellesley-streeb School, and authorising the Committee bo invibe benders for bhe work. Unauthorised Payments.—A circular was received from bhe Board of Education calling attention to section 43 of the Education Act, and stating that in future the Board will not authorise the paymenb of any expenditure which may be incurred withoub previous sanction. Temperance Addresses.'—Mrs S. A. Plummer, Secretary of the Women's Christian Temperance Union, asks permission to allow some members of the Union to visit the public schools after school hours in order to address the children on " Temperance," as the Band of Hope Union are desirous of increasing thoir membership.— On the motion of Mr Julian, ib was resolved to acknowledge receipt of the letter and inform the Union that the Committee cannot see its Way to granb the request. An. amendment by Mr Crowe thab the request be granted was rejected. Napier-street School. — Mr C. M. Carter, headmaster of the Napier-streeb school, wrote in roference to the reporb of bhe sub-Commibbee on bhe school published through the newspapers, and enclosing a letter irom the stall of the school bo the Committee. Mr Carter said that whatever the shortcomings of the staff, one and all worked wibh unity of purpose. His methods of examination were as varied as the classes, and his personal conviction was thab his staff did ibs übmosb. He had • every hope that next year would prove this to the Committee's satisfaction. The Chairman then read the letter of the assistants, who stated thab the feelings and comments of the Committee upon the results of the examinations had exceedingly pained them. The Chairman pointed oub that tbe letter from the assistants was not signed. Had he noticed this before he would nob have read bhe lebber. He should allow, no discussion on ib, and bhoughb ib was imperbinenb that the lotter was nob signed. A Complaint.—Mr W. A. Piikington wrote thab be entered the employment of the Board of Education in February 1892, and in the Napier-streeb school under Mr Harb. In October 1892, Mr Carber became headmaster and he remained with him. He could nob undersband why tbe last named should stigmatise him " failure as a teacher," and requested the Committee to inform him in what respects he was a failure.—lt was resolved that a copy of the letter be sent to Mr Carter for an explanation.
