SAMOAN CONFERENCE.

THE AMERICAN DELEGATES.

London, April 21. The American delegates to the Samoan Conference, about to take place in Berlin, have arrived at Queenstown. Mr Bates declares that his own opinions as regards German action in the group are subservient, and that he will act" purely as an agent of the United States Government. The American Minister at the Court of Berlin says it is impossible for Mr Bates to prove a persona non grata to Prince Bismarck, and says the three countries interested have practically agreed that Samoa shall remain neutral and the various subjects be equally protected. He believes that the. deliberations of the Conference will result jn a satisfactory settlement of the question.
