A TURKISH SUGGESTION.

London, September 26. The Porte suggests that an International Commission should be appointed to conduct the election of the Bulgarian Sobranje, which body should then choose a Prince from the royal families of three approved Powers. M. Stambouloff has declared that he will not accept of the proposal.
