The New Volunteer Regulations are being prepared by the Dofence Department, and will shortly be roady for circulation amongst officers of corps in order that they may offer remarks and suggestions. Amongst tho more important provisions will be one reauiring volunteers to get into tbe second class of marksmen as a condition of receiving capitation and reducing the qualification of this class from 32 points to 20.
