The Threatened Franco-Chinese War.
Paris, September 25. Tjik Franco-Chinese negotiations for the settlement of tlic difficulty in Annum are still proceeding, no agreement having as yet been arrived at. The Chinese Ambassador has now proposed that France should annex that part of the Empire of Annam to the southward of the Red River (the Song Koi), leaving the remainder to China. The French Government arc urging as a counter claim their right to tho whole delta of the Song Koi, either northward or southward of the river. Tho cargo of frozen meut on the ship Mataura, from Auckland, was examined today, when " considerable portion of it was found to be rotten." Guerilla Warfare in Spain. Madi:i», .September 2Cth. Turkish Town Destroyed by Fire; Constantinople, September 2(5. A serious conflagration occurred to-day at Cadikos, One-half of tho town being entirely destroyed before the flame's could be extinguished. Cotewayo and tho British Authorities. London', September 20. Tho "Daily News," in its issue to-day, publishes iX telegram from its Natal correspondent, stating that King Cotewayo has expressed his willingness to surrender to the British authorities as requested.

Foreign buyers aro operating with moro conlidence. Up to date 292,000 bales have been cold, and 134,000 bales have been taken for export. The sale programmo has teen curtailed by two days additional.
