The Secretary of State on Foreign Affairs.
LONDON,
October, 18. At a Conservative meeting at Manchester, the Secretary of State for Foreign Affairs justified the policy of the Government in reference to tlie Afghan war, and stated that the principle was defeat, not domination.
Evacuation of Zululand. The Cape war has been successfully completed, and the troops have commeuced the evacuation of the territory of Zululand. Entry into Cabul. CALCUTTA.
October 18. An impressive entry into Cabul was made by tlie British forces. General Roberts issued a proclamation stating that the city would bo spared, but heavy lines imposed upon the inhabitants. A general disarmaof the city and suburbs would take place, and provident measures would be taken for the capture of the mutineers.
The Turkish Defence.
CONSTANTINOPLE. October 18,
The passes of the Balkans are at present unoccupied by the Turks, because no favorable issue of Russian aggression was cxcxpected there. The occupation of Nova Bazaar precludes Russian aggression on Turkish territory in that direction. If the rumours of alliance between Germany and Austria arc true, the news will be hailed with joy by all valuers of peace

News from Cape Town states that Sir Garnet Wolselcy had interviewed a meeting of the Boers in Transvaal and anuouueed tho annexation of Sunder. The Boors replied that independence alone would satisfy them.
