The certificate of the second officer of the Barabool has been cancelled. Sailed : The Alhambra. . ■ The Melbourne Marine Board found the collision attributable to the Barrabool, the second officer of which is to be proceeded against. Non-acceptors for the Melbourne Cup :— Kings borough, Richmond, Haricot, A. T., Neotsfield, The Hook, Neredah, Athos, Brunswick, Oelia, Politician, Torn Oat, Tom Kirk, Woollomai, Vibration, Artful Joe, Newcastle, Onyx, Buck, Gratis, Herschel, My Idea, Newminster, Big Ruby, Scanning.
