The Title Bill, after along and animated debate, was read a third time by 209 to 144. Mr Disraeli pointed out that all the political reasoning was in favar of the Bill, and especially as the advance of Eussia towards the Indian frontierand the intended conquest of Tartary by Russia wa? well known throughout India, the assumption by the Queeu of the title of "Empress of India" would be regarded as an unmistakable sign of the resolution of the British Government to maintain that empire intact. Messrs Lowe, and Fawcett strongly censured the Premier for his allusions to the probable designs of Russia as incautious and unwise.
