In reply to Mr Moore. Mr Ballanee said tbe Government thought tbey had the right to express their opinion on Mr Gladstone's success, and tbey believed that' in doing so they not only expressed their own opinion but tbat of the great majority of their party. As to who paid for the cablegram, Ministers themselves had done so.

The matter of tbe land scrip transaction, which w_s folly explained by Mr Rhodeß last week, was revived through the medium of Mr Meredith's question. Mr J. McKenzie said the matter was in the hands of the auditor. Mr Meredith spoke at some length on the subject. Mr Rhodes very briefly replied, and Mr Rolleston also spoke on the question, severely criticising Mr Meredith's conduct in the matter.

Replying to Mr E. M. Smith whether tho Government would place an oil painted portrait or tablet of the late Sir Harry Atkinson in tbe Parliamentary buildings, as a mark of esteem and in.part recognition of his long, faithful., and valuable services rendered to the colony as pioneer, settler bravo colonial soldier, and an able New Zealand Statesman.

Mr Ballance said if any tablet or memorial were presented tbe Government would be very bappy to find a place for it in the precincts of the Parliamentary Buildings.

Tbe Wairarapa Hospital Bill was thrown out, and the Napier Harbour Board Further Empowering Bill passed its seoond reading. The debate on the Borough of Onehnnga Boundaries Alterations Bill waa adjourned. In the evening considerable discussion as ao whether Mr J. McKenzie was obliged to take the ratnrn he had quoted from in his speech the previous night, a question which involved peveral points of order, and ended in Mr McKenzie not laying the return (which he etatad was notes) on the table, and the matter dropped. The Financial debate was then resumed by Mr Pinkerton and carried on by Mr Mitohelaon and Mr Meredith. July 29. •■-■ *'■ - 7 Mr Rallance moved that the report of the Committe on the Wesleyan Methodist Church Property Trust Act, 1887, Amendment Bill be Bgreed to. Mr Sandford moved an araondment lo the effect tbat no Wesleyan minister should be allowed to remain in any district for more than five years. After a long discussion, Mr ford's amendment waa lost by 32 to 30. and the Premier's motion was carried by .46 to 1.5. Leave of absence for fourteen days'waa'granted to Sir George Grey on account of illness. A motion by Mr Ballance that for the remainder of the session Government businees take precedence on Wednesdays waa agreed to. "Mr E. M.
