British Rule In Africa
I suppose we could abdicate from our responsibilities altogether. I believe that if we withdrew, at this stage of transition, it would mean social anarchy, and the clever and bettereducated would assume a privileged position of dominance. African society is less homogeneous than it was. It would be wrong to throw our territories into chaos with insufficient trained officials and technical officers, and inadequate revenues and resources to improve standards or to guarantee defence.
