KASHMIR DISPUTE

VIEWS OF MEDIATOR NEW YORK, Sept. 19. Sir Owen Dixon, the mediator in the Kashmir dispute, to-day advised the Security Council to let India and Pakistan work out a settlement. He said that all means of settling the problem of whether the Kashmiri people should join India or Pakistan have been exhausted. He recommended that the council should press both nations to reduce their military strength on a cease-fire line. He also said that United Nations observers should stay in Kashmir.
