UPPER HOUSE ABOLITION (P.A.) , WELLINGTON, Aug. 18. For the first time for about 15 years the Clerk of Parliament (Mr C. M. Bothamley) appeared before the Bar of the Lower House this afternoon and exercised the right of presenting the House of Representatives with a measure . from the superior Chamber. It was the fateful Legislative Council Abolition Bill, which had been given a third reading by 26 to 16 votes and passed by the Council to-day. All new members voted for the third reading. Old Councillors yoted against the motion. ' v Passage of the measure through the Upper House was watched by the Leader of the Opposition (the Rt. Hon. P. Fraser) and three other Labour members of Parliament and one woman. . The existence of the Legislative Council will continue until January 1. It has failed by four years to reach its centennial.
