PLAN: FOR RATIONING DROPPED CAPE TOWN, March 16. The South African Minister of Finance (Mr N. C. Havenga) said in Parliament to-day when presenting his Budget that the Government had decidedUo drop its plans for petrol rationing, but petrol would be 3d a gallon dearer. The increased petrol price, he said, would help to ipeet the deficit of more than £1,000,000. Postage would be dearer, but there would be no increases in gold and diamond mining taxation, said Mr Havenga. _
