KREMLIN PREPARING FOR WAR
Lord Vansittart’s Views (Rec. 11.35 a.m.) LONDON, Oct. 18. “The Kremlin was “preparing for war, but in its own time,” said Lord Vansittart, pre-war diplomatic adviser to the British Government, in a speech to-night. Addressing the National Liberal forum on the international situation, Lord -Vansittart said he did not think international Control of the atom \va£ practical politics. “If Russia were to accept proper international control, that would entail such an upset i f Her internal organs and procedures as would almost amount to a counterrevolution, and might end in the complete discrediting of Communism,” he declared. Lord Vansittart added: “We must be careful not to rearm Germany against Russia, as many faint hearts and panic-stricken people would have us do. Democracy must stand on its own feet or fall. About the wickedest thing that has ever been perpetrated by the Russians is the setting up of Germany in arms.”—Reuter. '
