Lord Vansittart’s Views (Rec. 11.35 a.m.) LONDON, Oct. 18. “The Kremlin was “preparing for war, but in its own time,” said Lord Vansittart, pre-war diplomatic adviser to the British Government, in a speech to-night. Addressing the National Liberal forum on the international situation, Lord -Vansittart said he did not think international Control of the atom \va£ practical politics. “If Russia were to accept proper international control, that would entail such an upset i f Her internal organs and procedures as would almost amount to a counterrevolution, and might end in the complete discrediting of Communism,” he declared. Lord Vansittart added: “We must be careful not to rearm Germany against Russia, as many faint hearts and panic-stricken people would have us do. Democracy must stand on its own feet or fall.
