FAILURE ADMITTED

UNO COMMISSION ON KASHMIR

NEW DELHI, Sept. 21

The fourteen months’ mission of the United Nations Kashmir Commission has ended with the announcement that the commission can do no more to solve the problem of Kashmir’s future.

The commission will leave to-mor-row for Geneva, where it will prepare its report to the Security Council.

' The point on which the commission failed was the plan backed by the British Prime Minister (Mr Attlee) and President Truman for arbitration between India and Pakistan on the future of the State of Kashmir. The plan failed when India refused to accept it.
