SECURITY AGAINST ESPIONAGE (Rec..i 11.5) WASHINGTON, Dec. 8. The acting-Secretary of State, Mr Robert Lovett, said to-day that the ■ State Department’s code system had been completely changed in the last 10 years, and was now far more secure against espionage. Mr Lovett challenged criticism that the State Department had been dilatory in interesting itself in espionage disclosures. The Federal Grand Jury and Congressional comm’ittees are investigating charges that secret cables between the State Department and its embassies abroad were copied and passed to the agent of a foreign Power during 1937 and 1938. f
