Irresponsible WarMo n goring ASSUMING PROBABILITY OF WAR (N Z.P.A.—Copyright). (Rec. 11 a.m.) WARSAW, August 27. Dr. Bryn Hovde, Director of the new' school of research work in New York, at 'the. Congress of Intellectuals, accused Russia’s delegates of irresponsible warmongering.

Dr. Hovde said: “The Russians are assuming the probability, if not the actual existence, of war between the United States and Russia. Every thoughtful American bitterly resents the Soviet system excluding the Russian people from forming contacts with the outside world.” Dr. Hovde added: “As for imperialism, the Russians do not take a back seat to anyone jn demanding their own way in the world.” Dr. Hovde proposed an eight-poinf programme for the promotion of peace by the world’s intellectuals, which included freedom for human beings to seek and express the truth, the rights of personal freedom, and self-govern-ment.
