CONSERVATIVE’S OPINION (Rec. 9.30 a.m.) LONDON, April 18 Dr. Hugh Dalton (Chancellor of the Exchequer), in the House of Commons said he and hi© colleagues considered that a tobacco rationing system was impracticable. All alternatives had been considered and none offered a better prospect, Mr Stanley Oliver (Conservative, Bristol) discussing the Budget, said the first impression was of unreality. Anyone who looked beyond the facts of thi© year to the indications of next year must feel a certain sense of depression. “Another of my leactions, he said, “is that the Budget is petty. It is going to have little effect on the great national problems facing us. It is more a book-keeping Budget, than a great instrument of national industrial planning.”
