FRANCO'S SUCCESSION LAW a (Rec. 9.30 a.m.) MADRID, April IS. A delegation of Royalists handed General Franco a strong resolution signed by Count Rodenzo and other traditionalist leaders of the Navarre region stating that they could not accept the draft law of succession which provides that a person of Royal blood who would be jointly proposed by the Regency Council and Government and accepted, by two-thirds of the Cortes should succeed Franco upon his death or retirement. The delegation told Franco they believed in the traditional monarchy which they claimed the draft law would reform.
