PROPOSED MILITARY PACT
Prior Consent Sought LONDON, Dec. 11. An assurance from Mr Attlee that Britain would not enter any military pact with the United States or any other Government without prior approval from Parliament was sought in the House of Commons by Captain S. Swingler (Labour, Stafford). Mr Attlee replied that the broad principles of foreign policy were subject to constant review by Parliament. “It would be entirely contrary to constitutional practice to require the Government to obtain the prior consent of Parliament before taking any detailed steps.” Mr C. C. Osborne (Leitli) asked whether Mr Attlee would make it clear that Britain welcomed an Anglo-American alliance in peace as much as in war. Mr Attlee replied that he had already made it clear that, the Government welcomed an alliance for the preservation of peace with all countries.
