Molotov to Submit a Proposal (Rec. 9.30 am.) LONDON, Sept. G. Semi-official Russian sources deny a recent report that Russia intends to resign from the United Nations or to renounce it, says the diplomatic correspondent of the Exchange Telegraph Agency.

Mr Molotov, if necessary, will pu » licly declare the Soviet policy regarding the matter. He conversed with Mr Vyshinsky for a long time after his return to Moscow. One result of his Moscow visit is expected to be a new Soviet view on the European peace settlement and the plan will be duly outlined when opportunity arises. This is for a master plan fixing the times, methods, and places for the final European and global peace settlements.

The United States might not accept such a plan, but it is probable that Britain, Russia, France and the majority of the members of the United Nations eventually will agree to a plan fixing Geneva or Paris as the centre for the European peace talks, leaving the Ameriqan-based United Nations to grapple with the framing of global peace legislation. Mr Bevin is to return to Paris after the Palestine conference in London, and it is expected that another meeting of the Big Four Foreign Ministers will be held to frame a proposal for the final clearing up of world peace plans.
