, NEW YORK, August 22. Japan’s constitutional committee has completed the final draft of the constitution which will be submitted to the Diet to-day, says the Tokio correspondent of the “New York Times.” Most drastic changes have been made in the preamble, also in tin? section dealing with the Emperor’s powers. The preamble now reads “We proclaim that sovereignty rests in the people.”
The first article declares that the Emperor “derives his position from the people’s sovereign will.” Tho premier’s authority as executive is limited. He must be a parliamentarian chosen by parliament. He may name the l members of the cabinet but cannot discharge them of his own accord or presumably without parliament’s consent. The constitution also retains the clause renouncing forever the maintenance of an army, navy and air force.
