In the new world that lies ahead U will be useless to await developments and then to act upon them; we must initiate. This will mean giving every encouragement to inventors, devoting more money to research, and enlisting the aid of scientists and technicians at the higher as well as the lower levels. They should he offered seats, not merely on committees, but in the places where decisions are made. For scientists are going to have a dominating say in world affairs —it would be foolish not to utilise their brains in every way we can.—Lord Sempill.
