NORWEGIAN CABINET RETURNS. (Rec. 2 p.m.) LONDON, May 31. • Thousands of people, in rowingboats decorated with flowers and flags, Waved greetings, and guns fired a salute when the ship carrying the Norwegian Cabinet and others entered Oslo Fiord, stated the Oslo correspondent of the Exchange Telegraph. The Prime Minister, M. Nygaardsvold, said he expected do hand the Government’s resignation to King Haakon when the latter arrived within a fortnight, and Norway, which had had no election since 1936, went to the polls within three months.
