FOUR CATEGORIES DECREED. . The Supreme Soviet lias issued a decree dividing Russian fighting men into four categories—privates, sergeants, officers, and generals, according to “Pravtla,” which says: “The name of ‘officer’ has thus received the sanction of an official document. Officers are the backbone of an army. The standard Stain: demands of an officer is high. He must be a master at bis job anti never stop perfecting himself. . . . Promotion in the Red Army is open to all. but let it be clear to everyone it is not awarded except on merit.”
